Back at his office in Dubai Sports City, Asia Rugby president Qais Al-Dhalai has a shortlist of four countries: Qatar, Saudi Arabia, Japan and the United Arab Emirates.
These are the nations that, if things go to plan, he will be pushing forward to host the Rugby World Cup in 2035.
